SDAG HELD SCOPING MEETING WITH PUBLIC ON BASIC ESHIA ISSUES

SDAG held a scoping meeting with public on August 26, 2010 in Teriberka, Murmansk Region on basic ESHIA (Project Environmental, Social and Health Impact Assessment) issues. ESHIA is carried out in compliance with environmental and social requirements of international finance institutions (International Finance Corporation, World Bank and EBRD), and international ecological legislation.

 

The main subject of the meeting was the discussion of the draft technical assignment to carry out ESHIA (rev.A-01) and draft interaction plan with stakeholders. Representatives of non-commercial public and ecological organizations, Ministry of Natural Resources of Murmansk Region, Heads of Administrations of Kola District and Teriberka, heads of key enterprises and social institutions, as well as the residents attended the meeting.

 

Results of unique by scope offshore, onshore and coastal 2007-2009 surveys of the project became the basis of the draft technical assignment to carry out ESHIA. 

 
Drafts of both documents were available in August in public liaison offices in Moscow, Murmansk and Teriberka, where anyone could get acquainted with both drafts, and write comments in the Register of questions, comments and proposals. The electronic versions of draft documents were also available on www.shtokman.ru.
 
All comments made at the meeting of August 26, as well as those received from public liaison offices were processed and filed, and sent to appropriate SDAG units to be used to work out the final ESHIA report.
 
Following the results of the meeting the attendees approved the draft of the Technical Assignment for ESHIA, (rev. А-01) and draft of the Interaction plan (with Stakeholders) with due account to received comments and proposals.
 
Note: At the same time in compliance with Russian standards SDAG executes the Environmental Impact Assessment (OVOS). Both parallel works to assess the Company’s activity impact carried out in compliance with Russian and international standards will assure full scale assessment of potential project risks, and develop measures to mitigate or eliminate such risks.

WORKING VISIT OF SHTOKMAN DEVELOPMENT AG DELEGATION TO MURMANSK REGION

On July 21-st  delegation of Shtokman Development AG has paid working visit to Murmansk Region. Negotiations have been carried out between Dmitriy Dmitrienko, Governor of Murmansk Region, and Alexey Zagorovskiy, Chief Executive Officer of SDAG. In the course of the negotiations parties discussed issues on cooperation in the frameworks of the Shtokman Phase 1 Project implementation.

 

Special attention was paid to the maximum involvement of local manufactures, suppliers and human resources potential. «The Plan of the joint working groups activity on the interaction between Murmansk Region Government and Shtokman Development AG for 2010» has been signed.

 

Dmitriy Dmitrienko stated that this meeting is considered as a specific step in the Shtokman gas condensate field development and the document signed enables parties to take a practical view of the situation.

 

 After Plan signing, a trip is planned to Teriberka area, where the sites for future onshore facilities construction are located. Discussion with Nikolay Maximov, Commander-in-Chief of the Northern Fleet, Vice-Admiral, is scheduled as well.

WORKING VISIT OF SHTOKMAN DEVELOPMENT AG DELEGATION TO ARKHANGELSK REGION

The delegation of Shtokman Development AG headed by Alexey Zagorovsky, Chief Executive Officer, paid a working visit to Arkhangelsk region, as part of which a meeting was held with Ilya Mikhalchuk, the Governor of Arkhangelsk region. 

Possibilities to use opportunities and resources of Arkhangelsk region during Shtokman project implementation were discussed in the course of the meeting.  Special attention was given to involvement of scientific and human resources potential of the region in the Shtokman project.

The visit resulted in signature of the Agreement on Cooperation between Shtokman Development AG and the Government of Arkhangelsk region, which envisions creation of joint work groups in the following areas:

- cooperation in the area of communications with the mass media of Arkhangelsk region;

- involvement of Arkhangelsk region companies into the Project;

- development of the system to train and upgrade specialists in Arkhangelsk region to meet HR requirements of the Project;

- use of transport and logistics infrastructure of Arkhangelsk region;

- use of power supply system of Arkhangelsk region.

Ilya Mikhalchuk has underlined that the development of the Shtokman Field is the strategic project for the region. "Shtokman is the key economic Project for Arkhangelsk Region. It is important for us to create comfortable working conditions for the Project participants. We are ready to act in this direction, including the creation of an individual department or ministry that will deal exclusively with the Project and create favorable conditions for its realization,"- said the Head of the Region.

Shtokman Development AG and Government of the Murmansk region agreed to set up working teams to maintain cooperation in the frames of the Shtokman Project

Today in Moscow a meeting was held between Alexey Zagorovskiy, CEO SDAG and Dmitry Dmitrienko, Governor of the Murmansk region. During a meeting an Agreement on the set up of joint working teams to maintain interaction between the Murmansk region Government and SDAG has been signed.

The Agreement provides for the establishment of the following working teams:

- communication with the Murmansk regional mass media;

- assurance of Local Content in the Project;

- organization of a training system to supply manpower for the Project;

- cooperation with the transportation and logistical infrastructures of the Murmansk region;

- use of the Murmansk region power supply network;

- land planning and environmental issues.

The Parties expressed their confidence that creation of the above teams would generate a magnificent resource for active cooperation in the Shtokman Phase 1 Project. Both executives agreed to assume personal responsibility for the performance of the working teams. 

«I am really pleased with the constructive dialogue we have been having for the last month. We can see the new insights and new approach to prospects for cooperation within the framework of the project», said the Governor in conclusion.

SHTOKMAN DEVELOPMENT AG HELD TECHNICAL MEETING WITH RUSSIAN VALVES MANUFACTURERS

On June 24 in its Moscow office Shtokman Development AG held a technical meeting with Russian manufacturers of pipeline valves and the Scientific-Industrial Association of Valve Manufacturers. The objective was to provide detailed information to Russian plants on technical peculiarities of pipeline valves to be used at Onshore and Offshore facilities of the Shtokman project Phase 1. Over 50 Russian companies participated in the meeting. 

Mr. Alexei Zagorovskiy, Chief Executive Officer of the Shtokman Development AG welcomed members of the meeting, thanked all representatives for attending the meeting and expressed hope that the Russian industry will take active part in Phase 1 of the Shtokman Project, which shall serve the launching pad for their participation in consecutive phases. “Maximum application of equipment and services created in Russia  – one of the major requirements of the Shtokman Development AG to its contractors” – Mr. Alexei Zagorovskiy noted.

Mr. Ivan Ter-Mateosiants, Executive Director the Scientific-Industrial Association of Valve Manufacturers also addressed the meeting. The spokesman underlined its importance, and  expressly noted the openness and transparency of the approach of the Shtokman Development AG to the Russian content in development of the Shtokman Field.

ALEXEY ZAGOROVSKY IS APPONTED CEO OF

SHTOKMAN DEVELOPMENT AG

 

Under the Shtokman Development AG Board of Directors decision made on May 25, 2010 Alexey Zagorovsky was appointed Chief Executive Officer.

Alexey Zagorovsky was born in 1966 in Uralsk (the Urals region). In 1991 he graduated the Leningrad Institute of Fine Mechanics in solid-state optoelectronics and in 1995 – the Voznesensky University of Economics and Finance (Saint-Petersburg) in finance and credit and took Ph.D. degree in economics.

From 1993 through 2003 he occupied executive positions in the banking sector.

From 2003 through 2010 held the offices of Chief VP for Economics and Finance (in OAO SIBUR; petrochemical company), first deputy of General director for finance and economics (Sevmorneftegaz and further Gazprom Neft Shelf). Recent position was deputy of General director for finance and economics in Gazprom Dobycha Shelf.
