<title>Shtokman Development AG&#160;representatives Spoke At&#160;Annual Conference “Logistics in&#160;Arctic” in&#160;Murmansk</title>

<description><![CDATA[<p>On&#160;April&#160;12, 2012 the representatives of&#160;Shtokman Development AG&#160;participated in&#160;II&#160;International Conference “Logistics in&#160;Arctic”, arranged by&#160;Association of&#160;Suppliers for Oil &amp;&#160;Gas Industry “Murmanshelf”. The conference is&#160;held with the support of&#160;the Murmansk Regional Government and the Murmansk Regional Duma and traditionally draws attention of&#160;managers and specialists from Russian and foreign companies, specialized on&#160;transport logistics in&#160;the course of&#160;Arctic shelf projects’ implementation.</p>
<p>During the conference SDAG representative Alexey Fadeev spoke about logistics strategy for implementation of&#160;Shtokman Gas-Condensate Field Development, Phase I. In&#160;his presentation Alexey stated that today the main objective is&#160;the selection of&#160;optimal scheme for delivery of&#160;cargo and transportation of&#160;personnel to&#160;the work site. Several routes are under consideration; moreover the particular attention during logistics operations will be&#160;given to&#160;labor and industrial safety. The logistics strategy for SGCF development also assumes maximum use of&#160;the Murmansk Region capabilities in&#160;transportation, thus imposing special requirements to&#160;regional infrastructure. In&#160;this respect the main priorities are to&#160;improve riding qualities and further reconstruct Murmansk-Teriberka Road, enhance cellular communication quality along that route, as&#160;well as&#160;elaborate optimal customs clearance scheme. </p>]]></description>

<title>Shtokman Development AG&#160;Board of&#160;Directors Set Priorities for Further Work on&#160;the Shtokman Project (Phase&#160;1)</title>

<description><![CDATA[<p>The regular meeting of&#160;Shtokman Development&#160;AG (SDAG) Board of&#160;Directors was held in&#160;Moscow on&#160;March&#160;29, 2012. Based on&#160;the decisions of&#160;December meeting, the Board reviewed whole scope of&#160;issues related to&#160;the Project Final Investment Decision (FID). <br/>
	<br/>
The shareholders are confident that the Project can be&#160;improved further, both technically and economically. They agreed that their efforts should continue to&#160;be&#160;focused on&#160;optimizing the Project and strengthening the dialogue with the Russian authorities. They expressed their appreciation to&#160;SDAG team for their in-depth work and dedication and, reaffirming their commitment to&#160;the Project, the shareholders decided to&#160;extend the Framework Agreements till July&#160;1, 2012.

<title>Frame Cooperation Agreement Signed between Shtokman Development AG&#160;and Moscow State Institute (University) of&#160;International Relations of&#160;the Ministry of&#160;Foreign Affairs of&#160;the Russian Federation</title>

<description><![CDATA[<p>On&#160;March&#160;12, 2012 the Frame Cooperation Agreement was signed by&#160;Shtokman Development&#160;AG (SDAG), Moscow State Institute (University) of&#160;International Relations of&#160;the Ministry of&#160;Foreign Affairs of&#160;the Russian Federation (MGIMO) and the International Institute of&#160;Energy Policy and Diplomacy of&#160;the Moscow State Institute of&#160;International Relations MIEP-MGIMO). The document was signed by&#160;Alexei Zagorovskiy, Chief Executive Officer, SDAG, Anatoly Torkunov, MGIMO President, member of&#160;the Russian Academy of&#160;Sciences, Professor Valery Salygin, Director of&#160;MIEP. </p>
<p>The Agreement provides for cooperation in&#160;training, employment, personnel career enhancement, including organization of&#160;personnel training to&#160;be&#160;engaged in&#160;phase 1&#160;of&#160;the Shtokman Project. To&#160;this effect, the Parties to&#160;the Agreement intend to&#160;jointly develop training programs based on&#160;SDAG requirements, and with regard to&#160;the Project unique features. </p>
<p>“SDAG HR&#160;policy stipulates engagement of&#160;best and talented young professionals in&#160;the Project, which will promote to&#160;creation of&#160;highly effective team. We&#160;are confident that MGIMO and MIEP long experience in&#160;training of&#160;highly professional personnel will significantly contribute to&#160;the human resources content of&#160;the Project. It&#160;will considerably increase Russian content in&#160;the Project, while engagement of&#160;your graduates in&#160;the Shtokman Project will serve the basis for creating human resources potential for new large Russian and international projects in&#160;the Arctic shelf”&#160;— said Alexei Zagorovskiy at&#160;the signing ceremony. </p>
<p><em>Information</em></p>
<p><em>SDAG has been actively developing partners’ relations with most famous Russian Universities and colleges under training program of&#160;young Russian specialists for the Shtokman Project. The Cooperation Agreement with MGIMO and MIEP is&#160;the fifth document signed within the past year. Similar agreements were signed earlier with Gubkin Russian State University of&#160;Oil and Gas, Murmansk State Technical University, Northern (Arctic) Federal University (Arkhangelsk), and Admiral Makarov State Marine Academy (Saint-Petersburg).<br/>

<title>Shtokman Development AG&#160;and Murmansk Region Authorities Discussed Joint Work Results in&#160;2011</title>

<description><![CDATA[<p>Video conference Moscow&#160;— Murmansk was held on&#160;February&#160;7, 2012 between Mr. Dmitry Dmitrienko, Governor of&#160;the Murmansk Region and Mr. Alexei Zagorovskiy, Chief Executive Officer of&#160;the Shtokman Development&#160;AG (SDAG).</p>
<p>At&#160;the video conference 2011 activities’ results of&#160;Joint Working Groups comprising representatives of&#160;the Administration of&#160;Murmansk Region and SDAG employees have been summarized.</p>
<p>Significant progress was noted in&#160;relation to&#160;engagement of&#160;the Murmansk Region enterprises in&#160;the Project of&#160;integrated Development of&#160;Shtokman Gas-Condensate Field and specialists’ training to&#160;support&#160;HR needs of&#160;the Project. The parties devoted special attention to&#160;discussing results of&#160;Joint Working Groups’ activities to&#160;use transportation and logistics infrastructure, as&#160;well as&#160;power supply system of&#160;the Region within the scope of&#160;the Shtokman Project. The joint work of&#160;the Company and the Region to&#160;assure environmental protection and ecological safety of&#160;the Shtokman Project was also positively evaluated. When discussing tax issues, the SDAG top management has expressed gratitude to&#160;the Government of&#160;the Murmansk Region for effective cooperation in&#160;establishing preferential tax regime for the Project on&#160;the regional level.</p>
<p>During the video conference the parties have underlined effectiveness of&#160;cooperation between SDAG and the Murmansk Region within Joint Working Groups, and agreed to&#160;continue joint activities in&#160;the noted areas in&#160;2012.<br/>

<title>Representatives of&#160;Shtokman Development AG&#160;took part in&#160;the work of&#160;10th annual Russian-Norwegian Oil and Gas Conference</title>

<description><![CDATA[<p>On&#160;January 25-26, 2012 in&#160;Oslo (Norway) took place the 10th jubilee Russian-Norwegian oil and gas conference dedicated to&#160;oil &amp;&#160;gas field development on&#160;the Arctic shelf and perspectives of&#160;Russian-Norwegian cooperation in&#160;this sphere. The event was attended by&#160;State Secretary of&#160;Ministry of&#160;Oil Industry and Energy of&#160;Norway P.R. Henricsson, Deputy Minister of&#160;Natural Resources and Environment of&#160;Russia D.G.Khramov, 240 Russian and Norwegian specialists, as&#160;well as&#160;oil &amp;&#160;gas professionals from Canada and Greenland. During the conference the issues of&#160;technological, economic and environmental aspects of&#160;Arctic hydrocarbon resources development were reviewed, as&#160;well as&#160;issues of&#160;training specialists for the needs of&#160;joint projects.</p>
<p>Shtokman Development&#160;AG (SDAG) delegation participated in&#160;the event. Head of&#160;Corporate Relations Department, Secretary of&#160;SDAG Board of&#160;Directors Andrey Krivorotov delivered a&#160;speech dedicated to&#160;the current status of&#160;Integrated Shtokman field development, Phase&#160;1. Representatives of&#160;SDAG shareholders&#160;— M.U.Basarygin (Gazprom) and J.H.Skogen (Statoil ASA) also spoke about the Shtokman project.</p>
<p>As&#160;part of&#160;the Conference the first forum of&#160;Norwegian-Russian educational and research consortium for international business promotion (NAREC) was arranged, as&#160;well as&#160;the workshop conference dedicated to&#160;creation and development of&#160;oil and gas cluster in&#160;the Murmansk region. SDAG representatives participated in&#160;expert discussions during both events. </p>

<p><em>Russian-Norwegian conferences are held annually by&#160;the Norwegian Association of&#160;Partners in&#160;Oil and Gas Industry “INTSOK”. The INTSOK Association was established in&#160;1997 by&#160;the national oil and gas companies and the Government of&#160;Norway, and currently unites more than 200&#160;enterprises. INTSOK interacts actively with suppliers of&#160;equipment and technologies, service companies in&#160;order to&#160;render them assistance in&#160;assessment of&#160;market opportunities, and strengthen their competitive advantages.</em></p>

<title>“Shtokman Viewed by&#160;the Press” Regional Contest Closed in&#160;Murmansk</title>

<description><![CDATA[<p>26&#160;January saw the closing ceremony of&#160;the “Shtokman Viewed by&#160;the Press” regional contest organized by&#160;Shtokman Development AG&#160;and the Department of&#160;Information and Media Relations Policy of&#160;Murmansk Region Administration.</p>
<p>The regional contest was aimed to&#160;bring the facts and current events related to&#160;the development of&#160;Shtokman gas-condensate field under the notice of&#160;journalistic community. Fourteen representatives of&#160;the regional media who took part in&#160;the contest have presented their materials published in&#160;press or&#160;broadcasted on&#160;TV and radio. In&#160;all, 37&#160;works were reviewed by&#160;the members of&#160;the panel of&#160;judges. </p>
<p>The winners of&#160;“Shtokman&#160;— the vector of&#160;Murmansk Region development” nomination were Yuri Banko (newspaper Polyarnaya Pravda), Natalya Savinykh (newspaper Na&#160;Strazhe Zapolyarya) and Rodon Severyanov (TV-21). The first place winner in&#160;“Shtokman, the socially responsible project” nomination was a&#160;journalist of&#160;the local newspaper Murmanskiy Vestnik Yuniya Valamina and Olga Rybak, the correspondent of&#160;the newspaper Na&#160;Strazhe Zapolyarya, won the second place. </p>
<p>Also, the organizers have created a&#160;special award for “Active involvement in&#160;Shtokman Project media coverage” for the journalists who presented the largest number of&#160;materials at&#160;the contest.<br/>

<title>Shtokman Development AG&#160;and Nenets Autonomous Region develop cooperation</title>

<description><![CDATA[<p>On&#160;January&#160;25, 2012&#160;a meeting was held in&#160;Moscow between Alexey Zagorovskiy, CEO of&#160;Shtokman Development&#160;AG (SDAG) and Igor Fyodorov, Governor of&#160;Nenets Autonomous Region. </p>
<p>Prospects for the development of&#160;cooperation in&#160;the areas of&#160;mutual interest while implementing the Shtokman project were discussed during the meeting. In&#160;particular, the parties exchanged opinions on&#160;opportunities to&#160;utilize Nenets Autonomous Region potential for logistics and transport support of&#160;operations at&#160;the Shtokman Gas Condensate Field during the post-FID&#160;stage. Interest in&#160;regular communication on&#160;the matters of&#160;further collaboration between the Company and the Region was also confirmed during the meeting. <br/>

<title>Shtokman Development AG&#160;Board of&#160;Directors Reviewed the Company’s Activities in&#160;2011</title>

<description><![CDATA[<p>The regular meeting of&#160;Shtokman Development&#160;AG (SDAG) Board of&#160;Directors was held in&#160;Moscow on&#160;December&#160;29, 2011. The Board of&#160;Directors reviewed the Company’s activities in&#160;2011 and stated that extensive work on&#160;the preparatory stage of&#160;the Project was carried out during the year. </p><p>The shareholders assessed the good progress made but consider that some additional time is&#160;required to&#160;achieve the necessary conditions to&#160;take the Final Investment Decision (FID).</p>
<p>Following discussion of&#160;the current situation the shareholders decided to&#160;postpone the Final investment decision until the end of&#160;March 2012. This timetable to&#160;take FID&#160;is necessary given the importance and size of&#160;the Shtokman project. </p>
<p>“Shtokman is&#160;a&#160;strategic Project for all of&#160;the partners,&#160;— Alexei Miller, President of&#160;the SDAG Board of&#160;Directors, Chairman of&#160;the Management Committee of&#160;Gazprom stressed. —&#160;In&#160;this context the FID must be&#160;well prepared taking into account scale and complexity of&#160;the Project. <title>Shtokman Development AG&#160;wished children in&#160;Murmansk Happy New Year</title>

<description><![CDATA[<p>On&#160;December&#160;24, 2011 Shtokman Development AG&#160;jointly with Department for Protection of&#160;the Juveniles Rights of&#160;Murmansk Administration Education Committee, arranged a&#160;New Year party for the children whose families are confronting tight situation in&#160;life.</p>
<p>A&#160;festive show was run for 75&#160;kids in&#160;the Children’s Art Center after A.&#160;Bredov. The kids got involved in&#160;the New Year performance helping Father the Frost and The Snow Maiden to&#160;return Fairy Book so&#160;that they all can see New 2012 Year&#160;in, they danced, sang songs and walked around the sparkling New Year’s Tree.</p>
<p>At&#160;the end of&#160;the party SDAG representatives wished the children happiness, prosperity and good luck in&#160;the new year and presented every kid a&#160;sweet gift and a&#160;toy symbol of&#160;the Arctic&#160;— a&#160;big snow-white seal<br/>

<title>A&#160;language laboratory opened and the gym renovated in&#160;Lodeininskaya school (Murmansk Region) with a&#160;financial support of&#160;Shtokman Development&#160;AG</title>

<description><![CDATA[<p>According to&#160;the Program of&#160;implementing socially important projects in&#160;the regions of&#160;presence Shtokman Development AG&#160;provided support to&#160;the local Lodeininskaya school (Teriberka settlement, Murmansk Region) in&#160;opening of&#160;a&#160;specialized language laboratory equipped with state-of-the-art equipment. The language laboratory is&#160;designed for 16&#160;pupils. The audio equipment provides an&#160;autonomous learning process for each pupil and allows holding classes in&#160;several subjects for pupils of&#160;different age.</p>
<p>Establishing of&#160;special language lab should enhance the quality of&#160;education in&#160;Lodeininskaya school, as&#160;well as&#160;improve language skills of&#160;school graduates in&#160;case of&#160;entering colleges and universities being a&#160;potential skill pool for the Shtokman Project. As&#160;a&#160;multinational company Shtokman Development AG&#160;assesses foreign language skills, including English language, as&#160;one of&#160;key requirements to&#160;specialists employed in&#160;international oil &amp;&#160;gas projects. </p>
<p>Moreover in&#160;order to&#160;develop the social infrastructure of&#160;Teriberka settlement Shtokman Development AG&#160;performed a&#160;capital reconstruction and equipped Lodeininskaya school gym with sports and weight-lifting facilities. Installed facilities substantially expand power and cardio exercises, as&#160;well as&#160;sports games available to&#160;the visitors. The Lodeininskaya school gym is&#160;open to&#160;both school pupils, and all residents of&#160;Teriberka settlement. </p>

<title>Materials on&#160;LNG Plant and Onshore Infrastructure facilities of&#160;Shtokman Project approved during public hearings (press-release)</title>

<description><![CDATA[<p>On&#160;December&#160;8, 2011 Teriberka Rural Settlement in&#160;Murmansk region hosted Third Public Hearings where Design and Engineering Documentation (DED) for Shtokman gas-condensate field (SGCF) Development Phase 1&#160;facilities was discussed. During the hearings representatives of&#160;Shtokman Development&#160;AG (SDAG) and companies involved in&#160;DED&#160;development, in&#160;particular Technip Rus, Giprospetsgaz, Frecom, made their presentations. The speakers presented results of&#160;environmental impact assessment of&#160;construction and operation near Teriberka of&#160;Liquefied Natural Gas Plant and Onshore infrastructure facilities such as&#160;administrative support area, operational personnel camp. </p>
<p>The hearings got together local citizens, officials of&#160;regional authorities, local municipality, regional and federal governmental agencies, representatives of&#160;Fisheries Union of&#160;North, Kola Saami Association, Institutions of&#160;the Kola Scientific Center of&#160;the Russian Academy of&#160;Sciences as&#160;well as&#160;environmental public organizations, such as&#160;The Barents Sea branch of&#160;WWF, Kola Center of&#160;wildlife protection, etc.  </p>
<p>Discussions led to&#160;the approval of&#160;the project solutions and results of&#160;environmental impact assessment.  </p>
<p>It&#160;was noted in&#160;particular during hearings that the industrial facilities will be&#160;located outside of&#160;the specially protected natural sites and areas of&#160;environmental hypersensitivity. Implementation of&#160;environmental actions will allow mitigating environmental impact while countervailing measures will compensate for the lost biological resources. In&#160;addition, planned activities will make a&#160;positive impact on&#160;the social living conditions of&#160;the local population due to&#160;the development of&#160;the productions and social infrastructure, job creation and increased tax revenues at&#160;various budget levels. </p>
<p>According to&#160;the Russian environmental legislation, community liaison offices have been functioning in&#160;Moscow, Murmansk and Teriberka from November 7&#160;to&#160;December&#160;8, 2011 where everybody could familiarise with the documents and share comments. Besides, materials were published at&#160;SDAG Internet webpage <a href="http://www.shtokman.ru">www.shtokman.ru</a>. </p>
<p>All comments and proposals received in&#160;the course of&#160;the public hearings and through the community liaison offices will be&#160;sent to&#160;the respective company units for further consideration.</p>

<p><em>According to&#160;Russian environmental legislation, public hearings are among major tools of&#160;discussing environmental issues associated with large investment projects implementation. SDAG arranged public hearings in&#160;terms of&#160;offshore facilities in&#160;May 2010, and Gas treatment unit (GTU) in&#160;February 2011. Solutions on&#160;LNG plant and Onshore Infrastructure facilities presented during the latest hearings are the continuation of&#160;Procedure of&#160;Project Discussion “Integrated development of&#160;the Shtokman Gas Condensate Field. Phase&#160;1”. The comments and proposals made will be&#160;duly taken care of&#160;in&#160;the post-FID construction and operation of&#160;SGCF facilities. <br/>

<title>Meeting with NGOs on&#160;Environmental Safety during Shtokman Field Development</title>

<description><![CDATA[<p>On&#160;November&#160;15 Shtokman Development&#160;AG (SDAG) and Russian office of&#160;the World Wildlife Fund (WWF-Russia) initiated a&#160;working meeting on&#160;environmental safety during Shtokman field development.</p>
<p>The main consultant for SDAG on&#160;environmental studiesis&#160;— FRECOM and the main consultant of&#160;SDAG on&#160;Hydrocarbon Spill studies- “Informatika riska” took part in&#160;the meeting along with representatives of&#160;many public environmental organizations such as&#160;Greenpeace Russia, Bellona-Murmansk, Russian Union of&#160;Birds Protection, Marine Mammal Council, Ecojuris Institute of&#160;Environmental Law, GreenLab, and Ecocenter. Representatives of&#160;Gazprom dobycha shelf, Gazprom VNIIGAZ, “Environmental and analytical center of&#160;gas industry” were also present at&#160;the meeting.</p>
<p>Marat Sharifullin, SDAG Deputy Technical Director for Environment gave a&#160;brief description of&#160;the Shtokman Development Project Phase 1&#160;and presented a&#160;general overview on&#160;completed environmental surveys. Representatives of&#160;FRECOM presented current status of&#160;the results of&#160;the environmental, social, and health impact assessment (ESHIA) performed in&#160;compliance with international requirements, and “Informatika riska” presented an&#160;initial report for developing the SDAG Hydrocarbon Spill Response Plan.</p>
<p>Also the issues related to&#160;emergency response were discussed during the meeting. The parts exchanged views on&#160;the prospects of&#160;SDAG and NGOs joint efforts to&#160;ensure environmental safety during development of&#160;Shtokman gas-condensate field. The participants agreed to&#160;hold next meeting in&#160;the same constructive way in&#160;Murmansk in&#160;February next year. </p>
<p>Representatives of&#160;SDAG and NGOs, who took part in&#160;the meeting, confirmed their joint intent to&#160;continue a&#160;constructive dialogue in&#160;order to&#160;minimize environmental risks during development of&#160;the fields on&#160;the Russian Arctic shelf.<br/>

<description><![CDATA[<p>The annual International Forum “Gas of&#160;Russia&#160;— 2011” was held on&#160;November 15&#160;in&#160;Gazprom Headquarters. The goal of&#160;the Forum was to&#160;discuss the issues related to&#160;the current status of&#160;innovation development and international cooperation in&#160;the gas sector. Alexey Zagorovskiy, CEO of&#160;“Shtokman Development AG” (SDAG), spoke about the current status and prospects of&#160;integrated development of&#160;the Shtokman Gas-Condensate Field. </p>
<p>He&#160;said that SDAG currently is&#160;focused on&#160;creation of&#160;the necessary conditions for Shareholders to&#160;make the final investment decision in&#160;December 2011. This will allow supplying the first gas in&#160;2016 and first LNG in&#160;2017. </p>
<p>All main technical solutions have been made, the technical Project feasibility has been confirmed by&#160;the markets, and the major tenders are about to&#160;be&#160;closed. The Company is&#160;preparing for the construction stage. A&#160;significant progress has been reached to&#160;insure special tax breaks for Shtokman Project. It&#160;is&#160;now understood in&#160;Russia, that a&#160;big-scale complex project like Shtokman needs the state support at&#160;all levels. </p>
<p>Alexey Zagorovskiy emphasized that one of&#160;the most important goals of&#160;the Shtokman project is&#160;to&#160;attract as&#160;many Russian contractors as&#160;possible to&#160;build production and infrastructure facilities. Cooperation with the world leading oil and gas corporations will let Russian companies gain new experience in&#160;engineering and design, manufacturing equipment and tools for development of&#160;oil and gas fields in&#160;the Arctic shelf. </p>

<title>The working meeting with representatives of&#160;the Norwegian “INTSOK” in&#160;SDAG</title>

<description><![CDATA[<p>On&#160;November&#160;02, 2011 the working meeting with the management of&#160;“INTSOK”, the Norwegian organization of&#160;oil and gas companies, took place in&#160;the Shtokman Development AG. During the meeting the perspectives of&#160;cooperation between SDAG and “INTSOK” were discussed, particularly, the issues on&#160;development of&#160;the international cooperation in&#160;regard to&#160;the Arctic shelf development within the framework of&#160;“INTSOK” programs. </p>
<p>The wide perspectives of&#160;dialog between Russia and Norway were pointed out during the meeting. The dialog is&#160;successfully developing by&#160;the example of&#160;SDAG as&#160;the first joint project on&#160;the Arctic shelf with participation of&#160;the leading energy corporations of&#160;two countries&#160;— Gazprom and Statoil ASA.</p>

<title>Shtokman Development AG&#160;is&#160;pursuing its initiative “Environmental Lessons” for Teriberka school kids</title>

<description><![CDATA[<p>On&#160;October&#160;22, second stage of&#160;“Environmental Lessons in&#160;the Lapland Nature Reserve” was held. This is&#160;a&#160;charitable initiative arranged by&#160;Shtokman Development AG&#160;jointly with Saami Nature Fund. 30&#160;school kids of&#160;grades 5th to&#160;8th of&#160;Lodeinoe Secondary School went on&#160;an&#160;environmental excursion to&#160;the Nature Reserve. </p>
<p>The excursion program included a&#160;hike along ecological path Elnyun II. Its elevation above sea level is&#160;580&#160;meters. During the excursion, kids took part in&#160;an&#160;environmental quiz. School kids also visited a&#160;museum of&#160;the Nature Reserve founder G.K. Kreps and apartment museum of&#160;famous Russian geographer and researcher O.I. Semenov-Tyan-Shansky, where they were told about the history of&#160;the Lapland Nature Reserve, life and activity of&#160;its founders.</p>
<p>After the excursion, the kids were proposed to&#160;take part in&#160;a&#160;drawing contest arranged by&#160;Shtokman Development AG. The contest winners will be&#160;awarded prizes, and best pictures will be&#160;placed on&#160;SDAG’s Intranet Portal and in&#160;Saami Nature Fund office.</p>
<p>Victor Petrov, Kola Wildlife Preservation Center specialist, delivered a&#160;lecture to&#160;the school kids. He, in&#160;particular, noted the following: “The earlier kids become acquainted with local nature, with animal and vegetal life, the easier it&#160;will be&#160;to&#160;explain them that attitude of&#160;care towards nature plays a&#160;major role. Through such projects as ‘Environmental Lessons’ arranged by&#160;SDAG, kids from their early years develop environmental consciousness”. </p>
<p>In&#160;2012, project “Environmental Lessons in&#160;the Lapland Nature Reserve” aimed at&#160;development of&#160;the rising generation environmental culture and environmental knowledge will be&#160;continued. <p><em>The Lapland State Nature Biosphere Reserve is</em><em>&#160;</em><em>located in</em><em>&#160;</em><em>the Murmansk Region. The main value of</em><em>&#160;</em><em>the Nature Reserve is</em><em>&#160;</em><em>intact nature. The Nature Reserve is</em><em>&#160;</em><em>one of</em><em>&#160;</em><em>the oldest in</em><em>&#160;</em><em>Russia, it</em><em>&#160;</em><em>was founded in</em><em>&#160;</em><em>1930 for the preservation of</em><em>&#160;</em><em>wild reindeer population and keeping overall geosystem intact. <title>10&#160;students of&#160;the Murmansk Federal Technical University will be&#160;trained in&#160;Shtokman Development&#160;AG</title>

<description><![CDATA[<p>On&#160;October&#160;6, SDAG announced the results of&#160;the competitive selection of&#160;MFTU students for being professionally trained in&#160;the Company based on&#160;their deliverables in&#160;the previous year. </p>
<p>10&#160;of&#160;the Natural Sciences Department students became winners. In&#160;2012 the winners of&#160;this contest will have professional training and internship in&#160;the Company business units in&#160;Moscow, Murmansk and Teriberka. Successful trainees who will continue their education in&#160;MFTU will be&#160;offered contracts with the Company for future employment in&#160;SDAG provided that they have graduated with good results. </p>
<p>The students who failed to&#160;be&#160;in&#160;the top&#160;10, but were proactive, will have an&#160;opportunity to&#160;be&#160;additionally tested from January 2012&#160;onwards, and eventually become trainees in&#160;Shtokman Development AG. </p>
<p>Student training organization is&#160;part of&#160;a&#160;big program implemented by&#160;SDAG within the program of&#160;training personnel for Shtokman Project. Murmansk Federal Technical University is&#160;the first higher educational institution in&#160;the Russian North-West to&#160;make a&#160;cooperation frame agreement with the Company and to&#160;start the practical implementation of&#160;the actions aimed at&#160;providing future personnel for the Project. </p>

<description><![CDATA[<p>On&#160;September 29&#160;a Wi-Fi zone opening ceremony took place in&#160;Murmansk State Technical University that has been created with support from Shtokman Development AG. SDAG as&#160;well as&#160;MSTU representatives and students participated in&#160;the opening ceremony.</p>
<p>Wi-Fi zone in&#160;the main building of&#160;MSTU allows students, trainees and teachers to&#160;use free wireless connection to&#160;the Internet. State-of-the-art digital equipment allows simultaneous connection for 50&#160;users, speed of&#160;the Internet connection is&#160;2&#160;Mb/sec.</p>
<p>“Opening of&#160;Wi-Fi zone in&#160;MSTU is&#160;the first project of&#160;this kind implemented in&#160;a&#160;training institution in&#160;Murmansk. Access to&#160;the Internet is&#160;first of&#160;all access to&#160;the source of&#160;new knowledge and we&#160;are glad that MSTU teachers and students have received a&#160;possibility of&#160;immediate access to&#160;a&#160;large amount of&#160;information available on&#160;the Internet with the help of&#160;our Company. <description><![CDATA[<p>On&#160;September&#160;28, the 7th International Exhibition SevTEC-2011 (Northern Fuel and Energy Production) was launched. This Exhibition will be&#160;opened till September&#160;30. </p>
<p>SDAG stand decorated by&#160;the corporate colors and the plants of&#160;Kola Subarctic became one of&#160;the main attractions of&#160;this Exhibition. Company personnel engaged in&#160;the stand told the visitors about the unique features and technical nature of&#160;Shtokman project. </p>
<p>SDAG has been presenting its stand in&#160;SevTEC exhibition for consecutive three years. </p>
<p>Mr.Dmitrienko, Murmansk Governor, Mr.Nikora, Regional Parliament Chairman, Mr.Stratiy, the Chairman of&#160;Murmanshelf Association, and some other people visited the opening ceremony. </p>
<p>According to&#160;Mr.Dmitrenko, the number of&#160;participants increased greatly since this exhibition had been inaugurated which proves progressive advance of&#160;Murmansk Region. The Governor specially emphasized the importance of&#160;Shtokman Project implementation. </p>
<p>This year the key subjects of&#160;SevTEC-2011 are Shtokman gas condensate field development as&#160;well as&#160;development of&#160;Murmansk transport system and the Northern Sea Route. </p>

<title>Shtokman income tax rate in&#160;the Murmansk Region will be&#160;set at&#160;13.5% (press-release)</title>

<description><![CDATA[<p>On&#160;August&#160;29, 2011 in&#160;the course of&#160;the teleconference Mr. Dmitry Dmitrienko, Governor of&#160;the Murmansk Region and Mr. Alexei Zagorovskiy, Chief Executive Officer of&#160;the Shtokman Development&#160;AG (SDAG) discussed current issues of&#160;cooperation between SDAG and the Government of&#160;the Murmansk Region.</p>
<p>The parties have underlined the importance of&#160;state support of&#160;investment activities and modification of&#160;regional income tax and property tax laws. In&#160;compliance with adopted amendments, strategic projects the be&#160;realized in&#160;the region may be&#160;exempt from property tax, with regional income tax rate being 13.5%.</p>
<p>The decision of&#160;the Government of&#160;the Region to&#160;transfer land lots in&#160;Teriberka from reserve into industrial and other special purpose categories was also discussed during the teleconference. This decision will enable SDAG accelerating registration of&#160;its right to&#160;land lots to&#160;be&#160;allocated for construction of&#160;phase 1facilities and required infrastructure. </p>
<p>“Regional income tax reduction and transfer of&#160;land lots allocated for the Shtokman Project into industrial category will help SDAG further progress in&#160;assessing the Project economics and preparing onshore Design Engineering Documentation of&#160;the Shtokman Project. We&#160;highly appreciate support the Government of&#160;the Region has been rendering to&#160;SDAG, and we&#160;are confident that we&#160;will carry on&#160;such cooperation”, said Mr. Alexei Zagorovskiy, SDAG Chief Executive Officer.</p>

<title>Shtokman Development AG&#160;implemented a&#160;charitable event “Healthy Days in&#160;Teriberka”</title>

<description><![CDATA[<p>Sponsored by&#160;Shtokman Development AG&#160;a&#160;charitable event “Healthy Days in&#160;Teriberka” was held on&#160;July 30-31 when local residents were given an&#160;opportunity to&#160;have medical and diagnostic examination free of&#160;charge in&#160;Teriberka. </p>
<p>The patients were examined by&#160;Murmansk- based doctors who used local medical facilities in&#160;Teriberka. For diagnostic examinations they brought medical equipment to&#160;identify heart diseases, respiratory and hearing malfunctions, ultrasonic scanner was available too. During that action a&#160;neurologist, oculist, dermatologist and other specialists provided about 400&#160;consultations.</p>
<p>In&#160;autumn 2011 another phase of&#160;the “Healthy Days in&#160;Teriberka” is&#160;scheduled where pediatricians will see local children.</p>]]></description>

<description><![CDATA[<p>On&#160;July&#160;5, 2011, A.Zagorovsky, SDAG CEO, and N.Reshetov, Director-General of&#160;the Russian Maritime Register of&#160;Shipping (RS) had a&#160;meeting where they agreed on&#160;extending their cooperation aimed at&#160;increasing the involvement of&#160;Russian companies in&#160;Phase I&#160;of&#160;Shtokman gas and condensate field development project. This agreement is&#160;stipulated in&#160;the frame cooperation agreement recently signed by&#160;SDAG and RS.</p>
<p>Mutually beneficial cooperation of&#160;SDAG and&#160;RS is&#160;primarily targeted at&#160;achieving the appropriate quality and safety of&#160;the Russian design bureaus and ship-building yards services. The Parties will strive to&#160;enhance the participation of&#160;the biggest Russian industrial companies, to&#160;promote the partnership relations between the Russian and foreign engineering companies, equipment manufacturers, service providers, to&#160;support adaptation of  Russian companies to&#160;the new kind of&#160;offshore operations. SDAG and&#160;RS also agreed to&#160;develop and improve the Russian maritime standards framework based on&#160;the offshore specifics and international experience.</p>
<p>“The partnership between SDAG and&#160;RS will facilitate the involvement of&#160;the Russian companies in&#160;Shtokman gas and condensate field development project. It&#160;will also enable the Russian manufacturers to&#160;get the experience, knowledge and know-how from the international companies”, Alexey Zagorovsky emphasized.</p>
<p>“Oil and gas offshore fields development requires strict compliance with safety and environmental regulations. Research and development, and innovative activities of&#160;RS, high professionalism of&#160;personnel enable&#160;RS to&#160;participate in&#160;the process of&#160;safety standards improvement at&#160;major offshore oil and gas projects, such as&#160;the Shtokman Gas-Condensate Field Development Project. Bridging of&#160;all the gaps in&#160;Russian regulatory framework regarding offshore fields is&#160;the most important objective and our joint contribution in&#160;safety standards improvement. <title>Shtokman Development AG&#160;Held Regular Meeting with Representatives of&#160;Environmental Organizations Regarding Barents Sea Region Environmental Safety</title>

<description><![CDATA[<p>On&#160;30 June 2011, Shtokman Development&#160;AG (SDAG) held regular meeting of&#160;a&#160;special group of&#160;experts in&#160;Murmansk regarding overall complex of&#160;environmental issues pertaining to&#160;Phase 1&#160;of&#160;integrated development of&#160;Shtokman Gas/Condensate Field. The meeting was attended by&#160;specialists of&#160;companies and research centers in&#160;charge of&#160;Shtokman environmental feasibility study(FRECOM, Polar Research Institute of&#160;Marine Fisheries and Oceanography&#160;— PINRO, Murmansk Marine Biological Institute of&#160;RAS Kola Research Center), as&#160;well as&#160;by&#160;representatives of&#160;regional public environmental organizations (WWF-Russia Barents Sea Branch, Bellona-Murmansk, Kola Wildlife Preservation Center). </p>
<p>At&#160;the meeting, the group summarized the results of&#160;incorporation of&#160;WWF environmental expert review comments regarding Shtokman Phase1 offshore facilities. For another thing, SDAG specialists reiterated the Company commitment to&#160;participation of&#160;public and environmental organizations in&#160;environmental studies and environmental monitoring in&#160;the area of&#160;Shtokman facilities construction and operation. </p>
<p>The parties exchanged their views on&#160;potential cooperation in&#160;setting up&#160;of&#160;compensatory specially protected nature area (SPNA) in&#160;the vicinity of&#160;the Voronia River mouth and on&#160;the Barents Sea continental coast opposite to&#160;Gavrilov Islands. Summarizing the meeting results, Marat Sharifullin, SDAG Deputy Technical Director for Environment, highlighted importance of&#160;participation in&#160;the dialogue and further development of&#160;the group environmental cooperation with the Northern Coalition member organizations. </p>
<p>In&#160;2010, SDAG set up&#160;a&#160;special group of&#160;experts with a&#160;view to&#160;ensure maximum effectiveness in&#160;consideration of&#160;public comments and proposals on&#160;OVOS materials (environmental impact assessment) made in&#160;the course of&#160;public hearings regarding Shtokman Project. <description><![CDATA[<p>The regular meeting of the Board of Directors of the Shtokman Development AG (SDAG) was held in Lucerne (Switzerland) on June 23, 2011. The Board of Directors made note of the good progress in activities on offshore and onshore facilities in preparation for the Final Investment Decision planned by the end of 2011. </p>
<p>The Board of Directors has confirmed the necessity to continue the dialogue with the Russian Federation state authorities at all levels so as to obtain a favorable economic environment for the Project, including taxation issues, and expressed support to the efforts made by shareholders and SDAG in this field. State support of the Project is one of the prerequisites for its successful implementation. </p>

<title>Cooperation Agreement Executed by&#160;Shtokman Development and United Shipbuilding Corporation</title>

<description><![CDATA[<p>Mr. A.&#160;Zagorovskiy, Chief Executive Officer of&#160;the Shtokman Development&#160;AG (SDAG) and Mr. R.&#160;Trotsenko, President of&#160;the Unified Shipbuilding Corporation (USC) signed the Cooperation Agreement on&#160;June&#160;2, 2011 in&#160;Moscow.</p>
<p>According to&#160;the Agreement SDAG and USC acknowledge their intentions to&#160;cooperate to&#160;achieve maximum Russian content for phase 1&#160;of&#160;the Integrated Development of&#160;the Shtokman Gas and Condensate Field. The Parties agreed to&#160;cooperate and exchange information to&#160;extend the list of&#160;the Project participants and scope of&#160;Russian content. </p>
<p>“Engagement of&#160;Russian enterprises in&#160;the Project and development of&#160;their engineering capabilities are among the SDAG priorities. The Shtokman Project realization will contribute to&#160;the development of&#160;industrial and service capacities of&#160;Russian industry, and we&#160;intend to&#160;join efforts with USC in&#160;this direction”,&#160;— underlined Mr. A.&#160;Zagorovskiy. </p>
<p>Mr. R.&#160;Trotsenko assessed that “execution of&#160;the Agreement confirms the intention of&#160;SDAG, as&#160;Contractor to&#160;assure maximum engagement of&#160;potential of&#160;Russian ship building companies in&#160;the Shtokman Project using their existing and newly build capacities. Their capacities could be&#160;called for to&#160;manufacture production vessels, subsea production complexes, support and service vessels for offshore fields”.<br/>

SDAG and USC agreed to&#160;organize within the Agreement the Working Team on&#160;engaging Russian enterprises in&#160;the Project. The Parties assume that extended Russian content in&#160;the Project would contribute to&#160;further upgrading of&#160;Russian industrial capacities.

<p><em>Shtokman gas-condensate field is&#160;located in&#160;the central part of&#160;the Russian sector of&#160;the Barents Sea 550&#160;km away from Kola Peninsula. By&#160;the explored reserves of&#160;natural gas Shtokman is&#160;now one of&#160;the largest fields in&#160;the world. Phase One of&#160;Shtokman field will be&#160;developed with annual production of&#160;23.7&#160;bn m3&#160;of&#160;gas per year by&#160;Shtokman Development&#160;AG, a&#160;company created in&#160;February 2008, a&#160;joint project of&#160;three leading world companies Gazprom (51%), Total S.A. (25%) and Statoil ASA (24%). </em></p>
<p><em>Unified Shipbuilding Corporation (USC) is&#160;a&#160;100% state equity corporation. United Shipbuilding Corporation is&#160;a&#160;open joint stock company in&#160;Russia which unite shipbuilding, repair and maintenance subsidiaries in&#160;western and northern Russia, and in&#160;the country’s Far East, to&#160;streamline civilian shipbuilding using military facilities. The corporation was established by&#160;a&#160;series of&#160;Presidential Decrees signed by&#160;President Vladimir Putin. According to&#160;the decree, the corporation has 3&#160;subsidiaries: the Western Shipbuilding Center in&#160;St. Petersburg, the Northern Shipbuilding and Maintenance Center in&#160;Severodvinsk and the Far Eastern Shipbuilding and Maintenance Center in&#160;Vladivostok. The state owns 100% of&#160;the shares. </em></p>
<p><em>Currently, in&#160;the town of&#160;Bolshoy Kamen (a&#160;joint project between USC and South Korea’s Daewoo Shipbuilding and Marine Engineering) new shipyards are under construction planned to&#160;produce modern heavy-tonnage vessels, including LNG carriers, floating drilling rigs and production platform topsides for Gazprom and other companies. <br/>

<description><![CDATA[<p class="MsoNormal"><span>On&#160;May&#160;30, 2011 the State Duma held the parliament </span><span>hearings “Legislative support for gas industry development”.</span><span> <span>The hearings were organized by&#160;the Duma Committee for Budget and Taxes. They were attended by&#160;V.&#160;Yazev, Deputy Chairman of&#160;the State Duma, representatives of&#160;the relevant Duma Committees, MPs, ministries officials, representatives of&#160;regional administrations, gas producers, scientific and experts communities. </span></span></p>
<p class="MsoNormal"><span>Alexey Zagorovskiy, CEO Shtokman Development&#160;AG (SDAG) made his speech during the parliament hearings. He&#160;presented to&#160;the audience the main parameters of&#160;the Shtokman field, uniqueness of&#160;technologies applied for the field development, and introduced in&#160;detail the legislation improvement areas required for the Russian shelf development projects.</span></p>
<p class="MsoNormal"><span>SDAG Shareholders made a&#160;decision for maximization of&#160;the Russian Content in&#160;the project. Therefore Shtokman will give an&#160;additional impulse to&#160;the development of&#160;Russian regions and industry. Shtokman implementation will facilitate economical growth of&#160;the Russian North-West, creation of&#160;jobs, increase of&#160;tax revenues to&#160;the budget of&#160;all levels, will open an&#160;opportunity to&#160;develop both local plants and whole sectors of&#160;the Russian industry. </span></p>
<p class="MsoNormal"><span>Implementation of&#160;such big scale and trailblazing project requires massive long-term investments and need for support at&#160;all levels of&#160;the state power. Jointly with shareholders SDAG is&#160;considering four packages as&#160;possible state support: taxation, customs preferences, removal of&#160;general legislation uncertainties related to&#160;continental shelf and border control issues. </span></p>

<title>Shtokman Development AG&#160;and Murmansk region step up&#160;cooperation on&#160;Shtokman Project</title>

<description><![CDATA[<p>On&#160;May 25-26 the delegation of&#160;Shtokman Development&#160;AG (SDAG) visited Murmansk. The issues of&#160;legislative support, Russian content, interaction with the regional and city authorities, logistic and personnel support to&#160;the Shtokman project were in&#160;the focus of&#160;attention of&#160;the parties during the meetings and negotiations held by&#160;SDAG representatives in&#160;Murmansk. </p>
<p>The delegation head, Kirill Molodtsov, Vice-President for TEO and Phases 2&#160;&amp; 3&#160;Interface SGCF, met Evgeniy Nikora, Chairman of&#160;the Murmansk regional Duma. The work progress on&#160;the package of&#160;draft laws intended for improving of&#160;the investment climate and regulating the investment activities in&#160;the Murmansk region was discussed during the talks.</p>
<p>The issue of&#160;the development of&#160;the city infrastructure for the needs of&#160;Shtokman project was debated at&#160;the meeting with Andrey Sysoev, Head of&#160;the Murmansk city administration. The city-manager also presented to&#160;the members of&#160;the Shtokman Development AG&#160;delegation the Action plan for the preparation and holding of&#160;celebration of&#160;the 100th anniversary of&#160;Murmansk foundation developed according to&#160;the Decree of&#160;RF&#160;President “On&#160;the celebration of&#160;the 100th anniversary of&#160;Murmansk foundation”. </p>
<p>’Plans to&#160;start the delivery of&#160;pipeline gas from the Shtokman field in&#160;2016 remain unchanged and this should become a&#160;perfect gift to&#160;the centennial anniversary of&#160;Murmansk&#160;— a&#160;base city for the integrated development of&#160;Shtokman field’, - Kirill Molodtsov noted.</p>
<p>The representatives of&#160;Shtokman Development AG&#160;and the leading Murmansk enterprises exchanged opinions on&#160;the development of&#160;cooperation during the meeting of&#160;the Russian Content Committee that also took place on&#160;the first date of&#160;the visit. The Company specialists congratulated the co-organizer of&#160;the committee&#160;— Oil &amp;&#160;Gas Industry Suppliers Association Murmanshelf with the 5th anniversary of&#160;its foundation and highlighted that Murmansk industry potential is&#160;of&#160;great demand for Shtokman field development . </p>
On&#160;May&#160;26, the second date of&#160;the visit, Shtokman Development AG&#160;Vice-president Kirill Molodtsov and Murmansk State Technical University Rector Alexander Ershov signed the Frame Agreement. <description><![CDATA[<p>On&#160;May 24&#160;the delegation of&#160;Shtokman Development&#160;AG (SDAG) visited Arkhangelsk&#160;— the first city on&#160;the tour of&#160;Company representatives of&#160;the north&#160;— west regions of&#160;Russia. At&#160;the meeting with the Deputy Governor of&#160;Arkhangelsk region on&#160;economics and finance Alexander Dementiev the head of&#160;the delegation Kirill Molodtsov, Vice President for TEO and Phases 2&#160;&amp; 3&#160;Interface (SGKF), discussed the whole range of&#160;issues of&#160;interaction of&#160;the region and the company-operator of&#160;the First Phase of&#160;Project.</p>
<p>During the visit the meeting of&#160;the committee on&#160;the participation of&#160;Russian companies in&#160;the Shtokman Field Development Project also took place. It&#160;was decided to&#160;facilitate the cooperation with Oil &amp;&#160;Gas Industry Suppliers Association Sozvezdye which since 2006 unites the enterprises of&#160;the Arkhangelsk region which are planning to&#160;participate in&#160;the implementation of&#160;oil and gas projects on&#160;the shelf of&#160;the Arctic seas. </p>
<p>During the talks with the minister of&#160;education, science and culture of&#160;the Arkhangelsk region Ilya Ivankin the SDAG representatives highlighted the interest of&#160;Company in&#160;use of&#160;potential of&#160;the Northern (Arctic) Federal State University (S(A)FU) in&#160;the training of&#160;highly qualified personnel for the Shtokman project.</p>
<p>The visit was finalised by&#160;the ceremony of&#160;signing of&#160;the Frame Agreement on&#160;cooperation of&#160;Shtokman Development AG&#160;with S(A)FU which took place during the meeting of&#160;the Company delegation with the students and teachers of&#160;the leading university of&#160;the region. The document was signed by&#160;the rector of&#160;University Elena Kudryashova and SDAG Vice President.</p>
<p>“Today we&#160;state that the graduates of&#160;our university will be&#160;needed for the implementation of&#160;the Project”,&#160;— Kirill Molodtsov noted in&#160;his speech. “We&#160;shall energetically continue the activities for involving of&#160;the young specialists from the Arkhangelsk region, and the signed Agreement shall be&#160;a&#160;good support in&#160;this endeavour”. </p>
The document envisages the cooperation of&#160;the parties in&#160;the issues of&#160;training, refresher training and advance training of&#160;personnel for the work on&#160;the project. It&#160;refers to&#160;the participation of&#160;the university in&#160;the personnel training program developed by&#160;Shtokman Development AG. <p class="MsoNormal"><span>SDAG representatives put forward an&#160;initiative to&#160;have public and environmental organizations involved in&#160;operational monitoring at&#160;Shtokman Project implementation stage. In&#160;addition, the attendees supported an&#160;idea to&#160;set up&#160;compensatory specially protected natural area in&#160;the vicinity of&#160;Voronia Bay at&#160;Kola Peninsula. Concerned public environmental organizations were proposed to&#160;accede to&#160;Cooperation Agreement between SDAG and WWF signed in&#160;September 2009, and to&#160;develop information sharing procedure.</span></p>
<p class="MsoNormal"><span>The attendees confirmed a&#160;need to&#160;continue the dialogue. Shtokman Development AG&#160;intends to&#160;hold consultations with key stakeholders throughout the process of&#160;development of&#160;design engineering documentation within the scope of&#160;Shtokman Phase 1&#160;implementation. With a&#160;view to&#160;discuss and address additional issues raised by&#160;public, SDAG, jointly with WWF, will hold a&#160;series of&#160;workshops for clarification of&#160;the Project basic engineering solutions. </span></p>
<p class="MsoNormal"><span>In&#160;2010, SDAG set up&#160;a&#160;special group of&#160;experts with a&#160;view to&#160;ensure maximum effectiveness in&#160;consideration of&#160;public comments and proposals on&#160;OVOS materials (environmental impact assessment) made in&#160;the course of&#160;public hearings regarding Shtokman Project. Such meetings were held in&#160;2010, and proved their effectiveness.</span></p>

<p class="MsoNormal"><i><span>Shtokman gas-condensate field is&#160;located in&#160;the central part of&#160;the Russian sector of&#160;the Barents Sea 550&#160;km away from Kola Peninsula. By&#160;the explored reserves of&#160;natural gas Shtokman is&#160;now one of&#160;the largest fields in&#160;the world. Phase One of&#160;Shtokman field will be&#160;developed with annual production of&#160;23.7&#160;bn m3&#160;of&#160;gas per year by&#160;Shtokman Development&#160;AG, a&#160;company created in&#160;February 2008, a&#160;joint project of&#160;three leading world companies Gazprom (51%), Total S.A. (25%) and Statoil ASA (24%). </span></i></p>
<p class="MsoNormal"><i><span>World Wildlife Fund (WWF) is&#160;one of&#160;the largest non-governmental, charitable organizations, which has been working for more than 40&#160;years to&#160;conserve the nature all around the world. Each year WWF supports over 1200 environmental projects, thus attracting the attention of&#160;millions of&#160;people to&#160;the problems of&#160;environment protection and their solution. World Wildlife Fund (WWF) started first projects in&#160;Russia back in&#160;1988, and in&#160;1994 opened a&#160;WWF representative office in&#160;Russia. In&#160;2004 the World Wildlife Fund became a&#160;Russian national organization.</span></i></p>

He&#160;informed that the Shareholders approved the two phase flow as&#160;the Project technical concept. Moreover, in&#160;terms of&#160;technical, economical and organizational practicality and integrated FID for production of&#160;pipeline gas and LNG will be&#160;made before end of&#160;2011. <br/>

Alexey Zagorovskiy noted that presently the Company has approved schedules for both periods through integrated FID and through first production supply&#160;— pipeline gas in&#160;2016 and LNG in&#160;2017.<br/>

The Chief Executive Officer also answered reporters’ questions mainly concerning the accepted technical concept and environmental and industrial safety issues. It&#160;was decided to&#160;extend in&#160;2011 the training program “Shtokman scholarship holder”.<br/>
	<br/>
 The program effective for 3&#160;years already allows Teriberka students with the Company financial support to&#160;study in&#160;the Murmansk State Technical University and in&#160;the associated Technical College. After graduation “Shtokman scholarship holders” will be&#160;in&#160;the position to&#160;apply for employment on&#160;the Shtokman field facilities.<br/>

<title>Shtokman Development AG&#160;Board of&#160;Directors made principal decisions for further implementation of&#160;the Shtokman Project Phase&#160;1</title>

<description><![CDATA[<p>On&#160;April 13&#160;a regular Shtokman Development AG&#160;Board meeting was held in&#160;Zurich (Switzerland). Having reviewed the proposed gas transportation options the Shareholders approved two phase flow as&#160;the Project technical concept. The two phase flow concept implies delivery of&#160;gas and gas condensate onshore from the field followed by&#160;separation. The Board of&#160;directors also confirmed the implementation milestones of&#160;the Project: first pipeline gas supply in&#160;2016 and start up&#160;of&#160;LNG Plant in&#160;2017. </p>
<p>The Shareholders regard development of&#160;the Shtokman gas condensate field as&#160;a&#160;single integrated project to&#160;group together gas production, transport and LNG production. Based on&#160;technical, economical and organizational advisability the Shareholders confirmed the original concept of&#160;integrated investment decision for pipeline gas and LNG production fixed in&#160;the Frame Agreement. The SDAG Board of&#160;directors has launched a&#160;process of&#160;preparing the integrated FID that will be&#160;taken by&#160;the end of&#160;2011. </p>
<p>“The Shtokman Project is&#160;a&#160;priority for all Shareholders. Today we&#160;confirmed our principal interest in&#160;its early implementation. Our joint efforts are to&#160;achieve the investment decision this year”, stated A.B. <title>Logistics Strategy for Shtokman Presented in&#160;Murmansk</title>

<description><![CDATA[<p>On&#160;April 7<sup>th</sup> as&#160;part of&#160;the International Conference held in&#160;Murmansk “Logistics in&#160;Arctic” Shtokman Development AG&#160;presented its logistics strategy for Phase One of&#160;Shtokman gas-condensate field development.</p>
<p>The bottom line of&#160;the strategy is&#160;to&#160;prepare the most efficient, safe, and optimal schemes for delivery of&#160;personnel and cargo to&#160;Shtokman facilities using international experience and the state-of-the-art technologies. While selecting such logistics schemes, every nuance shall be&#160;considered such as&#160;a&#160;distance of&#160;the field from the shore line, sensitive environment and arctic climate, tight schedule of&#160;upcoming activities, strict observance of&#160;rigid norms and HSE rules. </p>
<p>Thousands of&#160;people, hundred thousands of&#160;tons of&#160;cargo shall be&#160;delivered to&#160;the location of&#160;future construction of&#160;offshore and onshore facilities. Only construction of&#160;the plant for liquefied natural gas (LNG) production will require 700 large dump trucks, which is&#160;twenty percent of&#160;the world truck fleet, and almost a&#160;hundred cranes of&#160;different lifting capacity. According to&#160;SDAG estimates around 1600 workers will be&#160;involved at&#160;the peak of&#160;the offshore construction. Approximately ten times more will be&#160;required for the construction of&#160;the LNG plant. </p>
<p>In&#160;the course of&#160;the presentation special attention was given to&#160;the development of&#160;construction camp to&#160;accommodate fifteen thousand workers for Phase One, as&#160;well as&#160;to&#160;transportation of&#160;the personnel to&#160;construction sites. It&#160;is&#160;supposed that only from Murmansk to&#160;Teriberka and back several thousand builders will commute weekly, and catering will require cooking 45&#160;thousand meals a&#160;day for them. </p>
<p>Murmansk region will play a&#160;special role in&#160;the project implementation. SDAG intends to&#160;engage the staff potential of&#160;the region as&#160;well as&#160;to&#160;use opportunities of&#160;Murmansk enterprises, including transportation sphere.</p>
“We&#160;highly appreciate the level of&#160;interaction with Murmansk region and continue a&#160;dialogue as&#160;part of&#160;the working group activities on&#160;the use of&#160;transport and logistics infrastructure of&#160;Murmansk region to&#160;optimize schemes and routes for delivery of&#160;cargo and personnel,” noted Stephane Mauduit, Head of&#160;SDAG Logistics and Marine Directorate, during the presentation.<br/>

<p>On&#160;March 17&#160;at the Gubkin Russian State University a&#160;meeting took place between the management of&#160;Shtokman Development AG&#160;and the students and post-graduates of&#160;the University. During the meeting Alexey Zagorovskiy, SDAG Chief Executive Officer, told about the unique features of&#160;the gas field development and necessity to&#160;train high-qualified personnel.</p>
<p>Kirill Molodtsov, Deputy Director for DED and Phases 2&#160;&amp; 3&#160;Interface, made a&#160;detailed presentation on&#160;the Shtokman project implementation, scale of&#160;the development and innovative technologies which will be&#160;implemented on&#160;the project. </p>
<p>More than 250&#160;participants, including graduates, post-graduates and members of&#160;the Rectorate of&#160;the University attended the event. Viktor Martynov, Rector of&#160;the University emphasized that such meetings are important and useful. “We&#160;understand that today staff of&#160;different essence is&#160;needed, this is&#160;as&#160;well true for Shtokman, which will play the leading role in&#160;energy strategy of&#160;Russia until 2020. It&#160;is&#160;no&#160;coincidence that this project united the efforts of&#160;the authorities, business, and educational and science community” he&#160;emphasized.</p>
<p>Vladimir Penkin, Head of&#160;HR&#160;Department, also delivered a&#160;presentation on&#160;HR&#160;Policy adopted in&#160;Shtokman Development AG. He&#160;emphasized that training of&#160;highly qualified specialists for work on&#160;such complicated projects as&#160;Shtokman is&#160;one of&#160;the key factors contributing to&#160;their successful implementation.</p>

February 17&#160;an open lecture on&#160;“Personnel policy for Shtokman Project Phase&#160;I” for the students of&#160;Petrozavodsk State University Kola Branch and the persons concerned took place. The lecture was given by&#160;the head of&#160;Shtokman Development AG&#160;Human Resources Department Vladimir Penkin. </p>
 Such meetings are becoming traditional. Shtokman Development AG&#160;is&#160;interested in&#160;young, promising and ambitious specialists. The round table was attended by&#160;Sergey Mironov, Chairman of&#160;the Federal Council of&#160;RF&#160;Federal Assembly, Victor Orlov, Chairman of&#160;FC&#160;Committee for Natural Resources and Environment Protection, Vyacheslav Popov, Chairman of&#160;FC&#160;Commission for National Offshore Policy, Valentin Mezhevich, First Deputy to&#160;the Chairman of&#160;FC&#160;Commission for Natural Monopolies, Vasiliy Duma, Deputy Chairman of&#160;FC&#160;Committee for Natural Resources and Environment Protection and representatives of&#160;Ministries, producers, research agencies and NGO. </p>
<p>In&#160;context of&#160;this event Alexey Zagorovskiy, Chief Executive Officer of&#160;Shtokman Development&#160;AG, made a&#160;presentation to&#160;the round table participants concerning the results of&#160;large-scale preparatory works to&#160;assure environmental safety of&#160;the project. </p>
<p>Shtokman field development is&#160;of&#160;prime importance as&#160;a&#160;start project for the Arctic zone development, both considering its economic significance, and acquisition of&#160;state-of-art environmentally safe technologies of&#160;gas field development in&#160;Arctic sensitive ecosystem conditions. </p>
<p>Fully understanding the challenges to&#160;be&#160;met by&#160;the project operators, SDAG did a&#160;great preparatory job to&#160;assure maximum environmental safety of&#160;Shtokman field development: integrated engineering and ecological surveys have been carried out throughout the Shtokman field area, along the pipeline route, on&#160;onshore facilities installation places; the best available technologies have been analyzed and chosen for subsea production system and subsea pipeline construction; environmental monitoring and control is&#160;provided at&#160;all stages of&#160;the project implementation. On&#160;February 15&#160;in&#160;Teriberka (Murmansk Region) Phase I&#160;start up&#160;facility design engineering documentation materials were discussed, including section “List of&#160;Environmental Measures including Environment Impact Assessment (EIA)” with the participation of&#160;representatives of&#160;environmental organizations (Barents Division of&#160;WWF and other public ecological organizations&#160;— members of&#160;the North Coalition, Kola Saami Association, the North Fishermen Association, etc.). </p>
<p>The path-breaking project requires not only application of&#160;cutting-edge technologies to&#160;assure environmental safety of&#160;the project to&#160;meet the requirements of&#160;the Russian legislation, but also a&#160;faster development of&#160;RF legal and regulatory framework, inter alia allowing establishment of&#160;favorable conditions for investor attraction and reimbursement of&#160;operator costs for development of&#160;the region. </p>
<p>In&#160;particular, implementation of&#160;the project at&#160;a&#160;level allowing assurance of&#160;its environmental safety, requires development of&#160;the whole regional infrastructure (Murmansk Region), arrangement of&#160;conditions for state-of art technologies and know-how transfer from international companies to&#160;Russian companies under the project, as&#160;well as&#160;encouragement of&#160;direct foreign investments in&#160;new developments and expansion of&#160;plant facilities and service capabilities of&#160;Russian enterprises of&#160;oil and gas sector.</p>
During the presentation of&#160;preparatory work results to&#160;assure environmental safety of&#160;the Shtokman Project А. Zagorovskiy said: “We&#160;interact with the state authorities of&#160;Russia at&#160;different levels, inter alia with regard to&#160;improvement of&#160;the legislation applicable to&#160;the continental shelf of&#160;RF. In&#160;connection with innovative nature of&#160;the project and stricter requirements to&#160;environmental safety, we&#160;suggest to&#160;review an&#160;option to&#160;offer state support to&#160;Arctic offshore projects. <title>Public hearings were held on&#160;Shtokman Project, Phase&#160;I</title>

<description><![CDATA[On&#160;February&#160;15, 2011, in&#160;Teriberka, materials of&#160;design engineering documentation on&#160;onshore start up&#160;facility of&#160;the Shtokman Project, Phase&#160;I, were discussed, including section “List of&#160;Environmental Measures Including Environment Impact Assessment (EIA)”. 
<p>Onshore part of&#160;the Shtokman Gas Condensate Field Integrated Development Project covers onshore sections of&#160;subsea trunk pipeline and fiber optic communication line, gas treatment unit, operation camp, water intake station, power generation unit and other infrastructure facilities which are intended to&#160;be&#160;constructed near Teriberka village. Design engineering documentation was elaborated by&#160;YUZHNIIGIPROGAZ, and FRECOM prepared the environmental section. </p>
<p>Local community, representatives of&#160;NGO, such as&#160;Barents Division of&#160;WWF and other public environmental organizations&#160;— members of&#160;the North Coalition, heads of&#160;regional and local authorities, regional and federal state agencies took part in&#160;the public hearings. Representatives of&#160;Kola Saami Association, North Fishermen Association, divisions of&#160;Russian Academy of&#160;Sciences of&#160;Kola Research Center also participated in&#160;the hearings. </p>
<p>In&#160;compliance with Russian environmental legislation and Public Hearing Regulations, Public Liason Offices were open since January 11&#160;in&#160;Moscow, Murmansk, Kola and Teriberka, where everybody could look through the documents and provide comments and proposals. The materials have also been published on&#160;Shtokman web-site: <a href="www.shtokman.ru">www.shtokman.ru</a></p>
<p>All comments received during today’s meeting, as&#160;well as&#160;following the results of&#160;Public Liason Offices functioning, will be&#160;systematized, consolidated and handed over for processing by&#160;relevant departments of&#160;Shtokman Development AG.</p>
 As&#160;a&#160;result of&#160;discussions the materials presented by&#160;SDAG have been endorsed. Petr Alexeev, Deputy Head of&#160;Kola Regional Administration said: “The public hearings held is&#160;the next step in&#160;the Shtokman Project implementation, which will give a&#160;new impulse to&#160;development of&#160;Teriberka, Kola District and Murmansk Region in&#160;general. <title>Capacity of&#160;the Murmansk companies to&#160;dispose the offshore production and consumption waste assessed by&#160;the Shtokman Development AG&#160;environmental specialists</title>

<p>Solid consumption waste disposal plant and several specialized companies involved in&#160;contaminated fluids and mercury arc lamps reclamation were visited last week (within period 26.01.2011-27.01.2011) by&#160;group of&#160;SHTOKMAN DEVELOPMENT&#160;AG (SDAG) environmental experts jointly with their colleagues from OOO GAZPROMDOBYCHASHELF and their subcontractors. </p>

<p>It&#160;was noted by&#160;Deputy Engineering Manager for Environment, Marat SHAIFULLIN that, according to&#160;the experts estimates, practically all solid production and consumption waste generated at&#160;the initial stage of&#160;the SHTOKMAN project could be&#160;comprehensively disposed by&#160;existing specialized companies located in&#160;the Murmansk and Kola regions provided, however, their full technical consistency with both Russian and international ecological safety standards. </p>

<p>The only exception applies to&#160;some types of&#160;waste liquid, slurry and salts which are to&#160;be&#160;re-circulated, according to&#160;the SDAG plans, through implementation of&#160;clean state-of-the-art technologies. </p>

<p>In&#160;the nearest future the Company shall begin working out requirements to&#160;be&#160;established to&#160;waste disposal plants. This exercise shall be&#160;performed within the framework of&#160;activities carried out by&#160;joint working team composed of&#160;SDAG experts and representatives of&#160;the Murmansk Oblast Government for Ecology and Land Tenure Regulations. </p>]]></description>

<title>Videoconference Moscow-Murmansk: prospects of&#160;cooperation between SDAG and the region</title>

<description><![CDATA[Murmansk regional government and “Shtokman Development&#160;AG” joint working groups activities were on&#160;the agenda during the videoconference Moscow-Murmansk held on&#160;December&#160;17, 2010. The Governor of&#160;the Murmansk region Dmitry Dmitrienko and SDAG CEO Alexei Zagorovski participated in&#160;the discussions. 
<p>The sides stressed that joint working groups activities, established this summer, gave a&#160;considerable impact to&#160;bilateral relations. Cooperation reached a&#160;qualitative new level and participation of&#160;Russian manufacturers, goods and services suppliers became a&#160;key factor for this cooperation. </p>

<description><![CDATA[<p>The Board of&#160;Directors of&#160;Shtokman Development AG&#160;was held in&#160;Zurich on&#160;November&#160;24, 2010 to&#160;review the key issues related to&#160;preparation of&#160;the Final Investment Decision on&#160;the Start-up Facilities for pipeline gas supply and on&#160;the LNG Facilities. </p>

<p>The work schedule, program and budget of&#160;Shtokman Development AG&#160;for the Start-up Facilities for the period up&#160;to&#160;FID were reviewed and approved during the meeting. </p>

<p>All resolutions were adopted by&#160;the members of&#160;the Board of&#160;Directors unanimously. </p>

<p>“The latest meeting demonstrated the shareholders’ adherence to&#160;the goals of&#160;Shtokman project. <title>Mstislav Keldysh, the vessel known for its Titanic’s survey, helps Shtokman</title>

<description><![CDATA[<p><em>The Research vessel “Academik Mstislav Keldysh” has finalized a&#160;season of&#160;surveys in&#160;the Shtokman Gas-Condensate Field area. </em></p>

<p>Detailed engineering surveys in&#160;the area of&#160;the Shtokman Gas-Condensate Field and along the route of&#160;the future subsea pipeline &amp;&#160;fiber-optic communications cable had taken exactly three months. Alexander Kayurin (Photo), Head of&#160;Expedition, told that the study had focused on&#160;4&#160;anchor clusters, 3&#160;drill template sites and other subsea objects. </p>

<p>A&#160;detailed mapping of&#160;sea bed (resolution 0.5&#160;m) and continuous seismic profiling were performed using a&#160;special ROV “Panther”. </p>

All the works planned for the season had been performed and after a&#160;short stay in&#160;the seaport of&#160;Murmansk Mstislav Keldysh went to&#160;its home port in&#160;Kaliningrad. 
<p>Mstislav Keldysh gained a&#160;worldwide fame thanks to&#160;the Hollywood blockbuster “Titanic” by&#160;James Cameron. Manned submersibles “Mir-1” and “Mir-2” descended from the ship to&#160;the place of&#160;the British liner’s death for underwater shooting of&#160;the documentary film. </p>

<p>The vessel is&#160;owned by&#160;the P.P. Shirshov Institute of&#160;Oceanology of&#160;the Russian Academy of&#160;Science, but besides Mstislav Keldysh the Institute has a&#160;fleet of&#160;7&#160;other ships, including the research vessel “Professor Shtokman” which gave the name to&#160;the gas condensate field, discovered in&#160;1988.</p>]]></description>

<p>A&#160;meeting was held at&#160;the Moscow office of&#160;Shtokman Development AG&#160;today between Alexey Zagorovskiy, the Company’s CEO, and Helge Lund, Statoil ASA President and CEO. </p>

<p>The parties discussed current issues of&#160;relevance for Shtokman Project Phase I&#160;implementation and the highest priority objectives for the near future. These priorities include the preparations for the next meeting of&#160;the Company’s Board, which is&#160;to&#160;be&#160;held on&#160;November 24th of&#160;this year.</p>

<p>“We&#160;had a&#160;good meeting with Alexey Zagorovsky today”, said Helge Lund. “Statoil is&#160;satisfied with the close and constructive cooperation we&#160;have with Shtokman Development&#160;AG, and our partners Gazprom and Total. Workshop is&#160;held under the auspices of&#160;the Government of&#160;Arkhangelsk and Murmansk regions.<br/><br/>International workshop attracted more than 120 participants from Russia, France and Norway. Delegations from shareholders of&#160;Shtokman project&#160;— Total and Statoil, as&#160;well as&#160;from leading Russian and international educational institutions, which train specialists for work in&#160;oil and gas industry, have arrived to&#160;participate in&#160;the Workshop. These are the Russian state university of&#160;oil and gas named after Gubkin, universities of&#160;Murmansk, Ufa, Tyumen, French university of&#160;oil and gas, Marine Academy named after Makarov and other institutions.<br/><br/>The Workshop was opened by&#160;Vladimir Penkin, the Head of&#160;Shtokman Development AG&#160;HR&#160;Department. <description><![CDATA[<p>Today in&#160;Moscow a&#160;meeting was held between Alexey Zagorovskiy, CEO SDAG and Dmitry Dmitrienko, Governor of&#160;the Murmansk region. During a&#160;meeting an&#160;Agreement on&#160;the set up&#160;of&#160;joint working teams to&#160;maintain interaction between the Murmansk region Government and SDAG has been signed.</p>

<p>The Agreement provides for the establishment of&#160;the following working teams: </p>

<p>—&#160;communication with the Murmansk regional mass media; </p>

<p>—&#160;assurance of&#160;Local Content in&#160;the Project;</p>

<p>—&#160;organization of&#160;a&#160;training system to&#160;supply manpower for the Project;</p>

<p>—&#160;cooperation with the transportation and logistical infrastructures of&#160;the Murmansk region;</p>

<p>—&#160;use of&#160;the Murmansk region power supply network;</p>

<p>—&#160;land planning and environmental issues.</p>

<p>The Parties expressed their confidence that creation of&#160;the above teams would generate a&#160;magnificent resource for active cooperation in&#160;the Shtokman Phase 1&#160;Project. Both executives agreed to&#160;assume personal responsibility for the performance of&#160;the working teams. </p>

<description><![CDATA[<p>Ordinary General Meeting of&#160;the Shtokman Development AG&#160;Shareholders was held on&#160;June 21&#160;in&#160;Zurich to&#160;discuss a&#160;number of&#160;issues related to&#160;business activity of&#160;the Company. </p>

<p>The Shareholders have resolved to&#160;re-elect the present Board of&#160;Directors of&#160;the Shtokman Development AG&#160;and approve the 2009 financial reporting.</p>

<p>It&#160;was also resolved not to&#160;allocate profit from 2009 fiscal year, and not to&#160;pay dividends and remunerations to&#160;the members of&#160;the Board of&#160;Directors of&#160;the Company for that period. </p>

<p>Ernst &amp;&#160;Young was appointed auditor of&#160;the Shtokman Development AG&#160;for 2010.</p>

<title>Shtokman Development AG&#160;and World Wildlife Fund (WWF) sign letter of&#160;intent for exchange of&#160;information on&#160;Shtokman Project phase&#160;1</title>

<description><![CDATA[<p>Shtokman Development AG&#160;and the World Wildlife Fund (WWF) met in&#160;the SDAG Moscow Office today and signed a&#160;letter of&#160;intent for exchange of&#160;information regarding Phase 1&#160;of&#160;the Shtokman Project. </p>

<p>The Letter of&#160;Intent provides for bilateral consultations, work meetings, as&#160;well as&#160;exchange of&#160;information and data regarding environmental protection projects and policies. </p>

<p>The document puts a&#160;specific emphasis on&#160;the fact that environmental protection is&#160;one of&#160;SDAG’s top priorities and that the company pays most special attention to&#160;the environmental aspect of&#160;SDAG operations. </p>

<p>Igor Chestin, Head of&#160;WWF Russia pointed out: “The present Letter of&#160;Intent opens huge opportunities to&#160;reduce the burden on&#160;the environment as&#160;the Shtokman Project progresses. We&#160;are very pleased that the project operator Shtokman Development AG&#160;is&#160;starting consultations with environmental organizations at&#160;an&#160;early stage. Never before in&#160;Russia operating company started such consultations so&#160;much in&#160;advance. The Arctic is&#160;a&#160;priority region for&#160;us, because of&#160;its vulnerable eco-system. We&#160;trust that the Shtokman Project will draw a&#160;benchmark for all subsequent projects on&#160;the Arctic shelf”. </p>

<description><![CDATA[<p>In&#160;the course of&#160;the conference RAO CIS Offshore 2009 that will take place in&#160;St.Petersburg 15-18 September 2009, Shtokman Development AG&#160;will organize business meetings between Russian contractors and potential International EPC&#160;contractors.</p>
<p>The purpose of&#160;the meetings is&#160;to&#160;create a&#160;platform for the greatest possible involvement of&#160;Russian contractors in&#160;the Shtokman Project and to&#160;determine forms of&#160;cooperation between Russian and foreign contractors so&#160;as&#160;to&#160;enhance the capabilities and service potential of&#160;Russian companies associated with oil and gas service industry. </p>
<p>During the meetings the participants will be&#160;brought up-to-date on&#160;how the Shtokman Project is&#160;progressing, as&#160;well as&#160;updating on&#160;the scope of&#160;work, top priorities and contract and tender procedures and requirements. </p>
<p>Russian companies’ representatives will have a&#160;chance to&#160;discuss with the world industry leaders the opportunities to&#160;work together within Phase One of&#160;the Shtokman Project.</p>
<p>The meetings will be&#160;held in&#160;two stages: On&#160;16 September they will focus on&#160;Shtokman offshore facilities, while 17&#160;September will be&#160;dedicated to&#160;the onshore. Over 100 Russian oil and gas industry companies will take part in&#160;the event. </p>

The meeting was chaired by&#160;OAO Gazprom Management Board Chairman Alexei Miller, with the participation of&#160;Total CEO Christophe de&#160;Margerie and StatoilHydro President and CEO Helge Lund.</p>

<p>The Board reviewed the progress of&#160;the Integrated Development of&#160;the Shtokman Gas-Condensate Field, Phase&#160;1, and discussed the proposed Work Program through the date of&#160;Final Investment Decision. </p>

<p>The Board approved the Company’s Annual Report for 2008. During the period covered by&#160;the Annual Report, the structural and organizational work required to&#160;set up&#160;of&#160;the Company was completed, including registration of&#160;the Company in&#160;Zug, Switzerland, establishment of&#160;its branches in&#160;Moscow, Murmansk and Teriberka, and staffing most positions in&#160;the Company’s organizational chart. During 2008, the Company also confirmed the technical feasibility of&#160;the project and approved the main design and technological solutions.</p>

<p>The Board reviewed and approved the 2008-2009 Budget implementation and the financial statements for fiscal year 2008.</p>

<p>The Board also approved the HSE policy, Ethics Charter, Contracts and procurement policy as&#160;well as&#160;constitution of&#160;the Company’s Bidding Commission for evaluation of&#160;tender submissions.</p>

<description><![CDATA[<p>Pursuant to&#160;the Resolution by&#160;the Board of&#160;Directors dated October 20<sup>th</sup>, 2008, Shtokman Development AG&#160;announces the tender for engineering of&#160;Ship Shaped Floating Production Unit (FPU) for the Phase 1&#160;of&#160;Shtokman Gas-Condensate Field Integrated Development Project.</p>

<p>Two consortiums comprising major international companies (Saipem and Samsung on&#160;the one part and Aker, Technip and SBM&#160;on the other part) will participate in&#160;the tender. All these companies have wide experience in&#160;design and construction of&#160;highly complex offshore facilities.</p>

<p>According to&#160;the Resolution by&#160;the Board of&#160;Directors the tender for FPU contractor selection shall be&#160;on&#160;a&#160;compensation basis. Such form of&#160;tender will allow considerable reduction of&#160;the project implementation period and selection of&#160;the best engineering solutions, as&#160;FEED design documentation will be&#160;included in&#160;both tender packages.</p>

<p>Mobilization of&#160;teams for tender bid packages preparation is&#160;scheduled for November 17<sup>th</sup>, 2008.</p>

<p><em>Previously the Board of&#160;Directors of&#160;Shtokman Development AG&#160;approved the FPU concept as&#160;per the results of&#160;studies of&#160;the two concepts of&#160;the floater (SPAR and FPU)<a name="OLE_LINK1">.</a></em></p>
